  • Dokumen sertifikasi profesional.

CB in relation to Training : CBII ensures that training and certification activities are independent of each other and will undertake impartial and objective assessment assuring IPMA of the separation between the training provider and their certification of

Candidates : CBII ensures that the completion of any training will not be a pre-requisite for an Applicant or Candidate wishing to undertake certification.

To remain impartial, CBII will not influence a Candidate’s decision to certify by implying that it would be easier, simpler or cheaper if specific coaching, training or education services are used. CBIl ensures to:

  • be able to demonstrate that all processes performed by CBII are independent of any certification-related education, training or coaching activities;
  • be able to demonstrate that confidentiality, information security and impartiality are not compromised by any contact with certification-related education, training or coaching organisations;
  • not offer education, training or coaching in project, program, or portfolio management to a Candidate; and
    not require a Candidate to complete specific education, training or coaching for certification.

Entry Criteria for Project Director

This IPMA certificate requires that the candidate has acted in a very complex project environment that has a strategic impact on the organisation. Eligibility criteria: within the last 12 years, the candidate needs to have a minimum of five years’ experience as a project manager in a responsible leadership function in very complex projects of which at least three years were at a strategic level.

Entry Criteria for Programme Director

This IPMA certificate requires that the candidate has acted in a very complex programme environment that has a strategic impact on the organisation. Eligibility criteria: within the last 12 years, the candidate needs to have a minimum of five years’ experience as a programme manager in a responsible leadership function in very complex programmes at a strategic level, or a minimum of four years’ experience as a programme manager in a responsible leadership function in very complex programmes and a minimum of three years’ experience as a project manager in a responsible leadership function managing very complex projects at a strategic level.

Entry Criteria for Portfolio Director

This IPMA certificate requires that the candidate has acted in a very complex portfolio environment that has a strategic impact on the organisation. Eligibility criteria: within the last 12 years, the candidate needs to have a minimum of five years’ experience as a portfolio manager in a responsible leadership function in very complex portfolios at a strategic level or a minimum of four years of experience as a portfolio manager in a responsible leadership function in very complex portfolios and a minimum of three years’ experience as a project or programme manager in a responsible leadership function managing very complex projects or programmes at a strategic level.Note: You don’t need to have an IPMA Level B certificate to be eligible for IPMA Level A.

Senior Project Manager

This IPMA certificate requires that the candidate has acted in a complex project environment within an organisation. Eligibility criteria: within the last eight years the candidate needs to have a minimum of five years’ experience as a project manager of which at least three years were in a responsible leadership function managing complex projects.

Entry Criteria for Senior Programme Manager

This IPMA certificate requires that the candidate has acted in a complex programme environment within an organisation. Eligibility criteria: within the last eight years the candidate needs to have a minimum of five years’ experience as a programme manager of which at least three years were in a responsible leadership function managing complex programmes.

Entry Criteria for Senior Portfolio Manager

This IPMA certificate requires that the candidate has acted in a complex portfolio environment within an organisation. Eligibility criteria: within the last eight years the candidate needs to have a minimum of five years’ experience as a portfolio manager of which at least three years were in a responsible leadership function. Note: You don’t need to have an IPMA Level C certificate to be eligible for IPMA Level B and Level B is the first time that IPMA Certificates differentiate between Project, Programme and Portfolio domains.

Entry Criteria for Project Manager

This IPMA certificate requires that the candidate has acted in a project management role within a moderately complex project environment within an organisation. Eligibility criteria: within the last six years the candidate needs to have a minimum of three years’ experience as a project manager within projects of moderate complexity, or a minimum of three years’ experience in a responsible project management role assisting the project manager in complex projects. Note: You don’t need to have an IPMA Level D certificate to be eligible for IPMA Level C.

Entry Criteria for Project Management associate

An IPMA certificate at Level D requires that the candidate has knowledge in the Competence Elements (CEs) related to project management. As such, they usually have broad project management knowledge and may work in a project team. Eligibility criteria: there is no previous experience required and only knowledge regarding CEs related to project management are assessed.

CB in relation to Training

CBII ensures that training and certification activities are independent of each other and will undertake impartial and objective assessment assuring IPMA of the separation between the training provider and their certification of Candidates.

CBII ensures that the completion of any training will not be a pre-requisite for an Applicant or Candidate wishing to undertake certification.

not offer education, training or coaching in project, program, or portfolio management to a Candidate; and

not require a Candidate to complete specific education, training or coaching for certification.

Candidate Failure on Initial Certification

Candidates are permitted to retake the specified parts () of the assessment once if they are unsuccessful on their first attempt within the scope of the same application. CBII will publish the corresponding additional administration fee for re-taking a specific element.

When the following steps are repeated, they will have at least one new Assessor assigned by CBII on extended interview;

CBII will award the IPMA certificate for the Candidates who have successfully completed each of the assessment steps within 18 months from the date of acceptance of their application.

CBII may in certain case offer the Candidate to continue in the path on failure of a step.

When this happens, CBII will inform the Candidate that they will need to retake and pass the failed step before a positive outcome can occur in CBII’s final evaluation. If they fail to pass the step on their second attempt, the final evaluation will give a response of “not yet competent”.

Competence Baseline for Assessment

The frame of reference during the assessment process is the Competence Elements (CE) as defined in the IPMA Individual Competence Baseline (IPMA ICB). It is the IPMA Standard for certification and will be used for the assessment of Candidates by CBII.

CBII uses the IPMA ICB only in its IPMA published form without any other version in other language.

When later in time CBII decides to create its own competence baseline to use with the IPMA 4-L-C System, CBII will obtain approval from the IPMA CVMB prior to implementation and agrees to pay a fixed IPMA fee for the review of documentation and on-going administration.

Competence Element (CE)

CBII will ensure to inform to the Candidates that the IPMA ICB has several Competence Elements (CEs), each of which has a number of Key Competence Indicators (KCIs). The assessment of a Candidate is undertaken at the CE level using the KCIs to support the assessment.

The IPMA ICB definition of individual competence is “the application of knowledge, skills and abilities in order to achieve the desired results in a work environment.” Using this definition:

● The assessment of an A-level Candidate shall be based on the demonstration of the CE applied in a very complex project/programme/portfolio environment.

● The assessment of a B-level Candidate shall be based on the demonstration of the CE applied in a complex project/programme/portfolio environment.

● The assessment of a C-level Candidate shall be based on the demonstration of the CE applied in a project environment of moderate complexity.

● The assessment of a D-level Candidate shall be based on knowledge where Candidates can demonstrate understanding of the relevant CE in a non-complex project environment.

CBII formulates the exam questions and interview questions used for Levels A, B and C as such that allows Candidates to demonstrate application of knowledge, skills and abilities. Coverage and Achievement of Levels A, B, and C

To achieve a Level A, Candidates must demonstrate evidence of 80% of the domain CEs defined in the ICB, in a very complex environment.

To achieve a Level B, Candidates must demonstrate evidence of 80% of the domain CEs defined in the ICB, in a complex environment.

To achieve a Level C, Candidates must demonstrate evidence of 80% of the domain CEs defined in the ICB, in a moderately complex environment.

To demonstrate sufficient evidence against a specific CE, a Candidate has to demonstrate a minimum of 50% of the KCIs. CBII will capture this evidence of attainment.

CBII constructs the content of the assessment path so that evidence of the KCIs can be drawn from a range of assessment methods used.

CBII ensures that no one-assessment method will be able to cover all CEs. Calculated percentages will be rounded down to a whole number.

Coverage and Achievement of Level D

CBII constructs the content of the assessment path so that 100% of the CEs are assessed. To achieve a Level D, Candidates must demonstrate knowledge of 80% of the domain CEs defined in the IPMA ICB. Calculated percentages will be rounded down to a whole number.

The CEs within the IPMA ICB are used as a basis for the creation of Level D exam questions.

Use of Language and Stimulus Materials

CBII uses appropriate language and stimulus materials. CBII ensures that the stimulus materials:

● enable and allow Candidates to demonstrate their level of competence attained;

● require knowledge, skills and ability to achieve results which are required for IPMA certification;

● are clear and unambiguous (unless ambiguity forms part of the assessment); and

● are not likely to cause unnecessary offence to Candidates.

CBII takes all reasonable steps to ensure that no Candidate is disadvantaged by the language or stimulus material used.

Initial Certification Step Details

Application (All Levels)

CBII provides an application form that includes all necessary personal details for CBII to identify and process the Candidate for suitability against the corresponding certification level being applied for. The provision of this application as the rest of the application processes are as in procedure Application for Certification (OP-01).

The application includeS:

● the Candidate’s personal details;

● the certification level and domain being applied for; and

● a signature of the Candidate, which may be in an electronic form or any other legally accepted format.

In the application the Applicant must confirm that they agree to and will comply with the conditions and obligations of the IPMA Certification process including, but not limited to:

● the publication of their name and certificate details on CBII and IPMA websites, unless they express a wish not to do so in writing, including the release of their details to IPMA for audit purposes;

● ownership and use of the Certificate;

● CBII’s certification procedures: Application for Certification (OP-01), Assessment and Awarding (OP-02);

● CBII’s financial terms and conditions;

● CBII’s Code of Ethics and Professional Conduct (SG-02); and

● CBII’s Complaints and Appeals process as in procedure Appeal, Complaint, and Feedback (OP-03).

Self-assessment (All Levels)

The Applicants self-assessment will be used by CBII in the application phase to assess their suitability.

The Applicants self-assessment could be re-used after the assessment has been completed and a recommendation has been made to CBII by the Assessor(s) in order to provide comparative feedback to the Candidate.

Full Self-assessment (Level A, B, and C)

For Levels A, B and C, the Applicant must complete a full self-assessment (knowledge, skills and abilities) for all CEs in the level and domain applied for. In completing their self- assessment, CBII will instruct the Applicant to consider the KCIs in their assessment.

Knowledge Self-assessment (Level D)

For level D, the Applicant must complete a self-assessment, for all CEs at the knowledge level.

Curriculum Vitae (Levels A, B, and C)

The Applicant’s CV must include at least:

● the name and contact details of the Applicant;

● a career history including relevant:

– project, programme and portfolio roles and positions held;

– degrees and coursework from accredited institutions of higher learning;

– professional certifications and qualifications;

– project, programme or portfolio management training;

– professional memberships; and

– other Professional Development (PD) including awards, achievements or publications in project, programme or portfolio management.

Each Applicant must provide a summary of relevant projects, programmes or portfolios they have managed or been involved in to meet the certification requirements. Sufficient detail needs to be provided by the Applicant to enable the Assessors to assess the Applicant’s suitability for the IPMA level applied for. This shall include, but is not be limited to:

● key deliverables, duration, budget and complexity of the projects, programmes or portfolios; and

● role, responsibility and extent of engagement of the Applicant in each of the projects, programmes or portfolios.

Executive Summary Reports (Levels A, B, and C)

Each Applicant must submit an Executive Summary Report of a maximum of 15 pages regarding their suitability for assessment based on the eligibility criteria. The report must include:

● organisation (company details, industry and project types, principal objectives of the organisation and business unit the Applicant works in);

● a one-page summary for each of the project(s)/programme(s)/portfolio(s) with related time schedules and phases and resources available to them;

● the role of the Applicant (an organisation chart with their position identified, their area of responsibility, an overview of the Project Management procedures they use, their relationship with internal and external stakeholders);

● for Levels A and B: a description of how they have led each project/portfolio/programme and how they meet the complexity criteria for the level being applied for noting that these details shall be used by the Candidate as the basis for the Report; and

● for Level C: a description of how they have managed each project and how they meet the complexity criteria.

The Executive Summary Report could be used by the Assessors in preparation for an interview

Referees (Levels A, B, and C)

Each Applicant shall provide names and contact details for at least two professional referees who are familiar with the Applicant’s eligible work experience. The referees must be available and suitable.

9.4.13 CBII will contact the referees to verify the Applicant’s eligibility.

9.4.14 CBII will use the information from the referees:

● to confirm the declarations of the Applicant; and

● to dispel any doubts regarding the Applicant’s suitability for assessment.

If the initial referees fail to satisfy the objectives above, CBII will request additional referees from the Applicant. If the additional referees fail to satisfy the objectives, CBII has to reject the Applicant

Eligibility Check (All Levels)

CBII evaluates each Applicant’s eligibility so that a decision on suitability can be taken. Based on the evidence provided and drawing on the experience of the Assessors as necessary, CBII will document and inform the Applicant of the decision to accept or reject an application for certification.

An Applicant who is accepted (meets the eligibility criteria becomes a Candidate.

An Applicant who is rejected (does not meet the eligibility criteria) will be advised by CBII of their options including, but not limited by:

● application for certification at a lower level; or

● provision of additional evidence that would be required to meet the eligibility criteria

Policy, Procedure and Process of Suspension and Withdraw of Certificate

A. Initiation of suspension or withdraw

1. Term of understanding of : Suspension is Time-limited invalidation of a certificate. Withdrawal is Permanent invalidation of a certificate.

2. CBII will suspend/ withdraw the certification in case of a formal complaint in relation to non-compliance/breach of Code of Ethics and Professional Conduct for Project Practitioners. This is reviewed by appointing an independent committee and based on its report, suspension/ withdrawal is carried out by Certification committee. In case CBII comes to know about wrong claim for the certification by providing wrong information & false undertaking, CBII will issue a letter highlighting the inconsistency in certification application / Code of Ethics & Professional Conduct undertaking. During the examination if there is fraudulent method applied, the same will be pointed out and applicant will be disqualified

CBII may initiate suspension in cases where the :

1. Certified management systems have persistently and seriously failed to meet certification requirements, for example:

  • Failure to respond adequately to identify identified non-conformance(s)
  • Management system does not reflect the current organisation and processes, e.g. as a result of changes, acquisitions, diversification etc.
  • Major part of the management system not implemented

2. Surveillance audits and recertification audits not allowed to be conducted according to required frequency or as scheduled

3. Violation of the terms of the signed certification agreement, for example:

  • Non-payment of fees
  • Incorrect use of the certification mark and reference to certification

4. Customer voluntarily requesting temporary suspension

5. Evidence received from authorities etc. that could affect the status of certificate, for example:

Evidence of non-compliance to regulatory/statutory requirements relevant for the certified management system

  • Evidence of a non-effective managements system in case of serious incidents/accidents.

The management and authorized personnel within the CBII unit who issued the certificate shall decide on the action to be taken, based on a review and duly considerations of evidence. If suspension is decided the process below shall be followed. Suspension of a certificate is normally initiated as the first step, followed by withdrawal if the issue of concern is not resolved within due time. Dependent on the seriousness of the case, CBII may decide a direct withdrawal of the certificate.

B. Suspension

The decision to suspend a certificate shall be communicated to the customer by a formal letter. The letter shall include:

  • A statement on the decision to suspend the certificate including a proper description of the situation, argumentation and reference to objective evidence.
  • The right to respond and appeal to the decision. Normally a 10 working days notice for response and appeal are given. An appeal may be lodged through the complaints procedure.
  • Start date of the suspension (normally from the date of receival of the letter).
  • Conditions and due date of required action in order to revoke the suspension, and the consequence if satisfactory actions are not performed.
  • The means of follow-up by CBII to verify that conditions have been met and needed corrective actions have been implemented.
  • A statement that the certificate is invalid during suspension and that use of all advertising matter containing a reference to certification are prohibited during time of suspension.
  • A statement that both the customer and CBII shall inform all enquirers that the certificate is suspended.

A certificate shall not be suspended for more than 6 months.

Follow up

CBII will verify that conditions are met and requested corrective actions are implemented. Dependent on this verification, CBII will either:

  • Declare a positive result, revoke the suspension and declare a valid certificate.
  • Declare a negative result due to failure to resolve the issues that resulted in suspension. This situation will normally result in permanent withdrawal of the certificate (see below).
  • In either case the customer will receive a letter confirming the result.

C. Withdraw

Withdrawal of the certificate shall be initiated if:

  • The customer does not meet the conditions of suspension.
  • A suspension is not considered to be an adequate action. The decision to withdraw a certificate shall be formally communicated to the customer including the requirements to:
  • Terminate use of the certification mark and any reference to certification.
  • Return certificate(s) and copies to CBII.

The customer has a right to appeal. An appeal may be lodged through the complaints procedure.
